ios – Apple Pay canMakePayments return flawed outcome

I had bind a sandbox debit card 5204 2477 5000 1489 and capabilities cross [.capability3DS, .capabilityDebit]
however the canMakePayments returns false
Then if the capabilities solely cross .capability3DS canMakePayments returns true

anybody know why this occurs? and the way can I repair this query
